Bonnie is the Director of the Center for Healthier Communities at Northridge Hospital Medical Center. She is responsible for the overall CATS program administration and fiscal management. She has more than 20 years of experience in nonprofit organization management, in her capacity as Directing Attorney for two public interest programs at Public Counsel Law Center, Los Angeles, and professional fundraiser for the NAACP and the United Nations Association, New York. Ms. Bailer joined Northridge Hospital Medical Center in 1999. She holds a Masters degree in Education from Queens College of the City University of New York, and a law degree from Columbia University.
Dr. Lowder, a board-certified emergency medicine physician, is the founder and Medical Director of CATS. He is involved in program and protocol development, supervision and training of clinical personnel, and assists in clinical forensic examinations as required. He serves as an expert witness and educator locally and nationally, and is the former Medical Director of the Northridge Hospital Medical Center’s Emergency Department. Dr. Lowder also holds a Bachelor of Science in Aeronautical Engineering from Purdue Uninversity and a Master of Science in Engineering from George Washington University.
Kathy is responsible for managing the clinical component of the CATS program including supervision of the Sexual Assault Nurse Examiners and support staff. In addition, Kathy conducts sexual assault examinations and forensic interviews, and coordinates the CATS multi-disciplinary response team. Kathy has been a sexual assault examiner since 1996 and joined CATS in 1997. She has a certificate in Forensic Nursing from the University of Colorado, Colorado Springs.
Mary Ann is a Sexual Assault Nurse Examiner and splits her time between the Clinical and the Outreach components of CATS. She has been with CATS since 1999 , and conducts sexual assault examinations and forensic interviews. As a Trainer for CATS Outreach, she conducts workshops for professionals who work with children, including teachers, health care providers, social workers, child care providers, to name a few. The workshops focus on the issues of child abuse and mandated reporting. She has a certificate in Forensic Nursing from the University of Colorado, Colorado Springs.
